China's first book on urban commercial network planning was the monograph, "China Business Geography", published in 1985 by the China Urban Planning Department, co-authored by the Design Institute Director Professor Wang Xilai and Professor Cui Jiali.

The book discussed commercial network planning for city and business development:
adapting as a thesis the perspective that there is an interdependence which can be represented as a network uniting the city's cultural and economic ecosystems.

Urban commercial network planning could increase the growth of the urban culture, and therefore commerce should be considered a crucial role in the development and control of society as a whole. Irregardless, a healthy and orderly business environment plays a crucial role in the sustainable development of cities, and should also be addressed as such.
To best understand urban development and cultural development, such a network for commercial planning has core values:
The speed and scale of urban development should be centrally coordinated to prevent excessive capacity, urban development and commercial development should first optimize basic functions of the market, structural components of the market must be respected, building prosperity and business facilitate the city's cultural development which in turn aid urban commercial projects and enhance the overall competitiveness of commercial and urban development.
