A comprehensive proscription"The Urban Commercial Network Planning and Management Regulations"(draft) is forthcoming. Capital City Commerce & Urban Planning Design Academy of the Ministry of Commerce began drafting this in 2003.

Until comprehensive regulations exist, the State Ministry of Commerce, Ministry of Construction and other important departments have issued or have jointly issued a number of guiding documents to which lawmakers now refer:
"With Regard to Urban Commercial Network Planning Guidance”、
"With Regard to Further Improve the Medium and Large Urban Commercial Network Planning of the Notice” 、
"Ministry of Commerce Ministry of Construction on the Well-Level Urban Commercial Network Planning of the Notice”、
"State Economic and Trade Commission on the Strengthening of Urban Commercial Network Planning Work," and other
