1965 American Institute of Architects (American lnstitute of Architects) published in the "City did not count: urban architecture" (Urban Design: the Architecture Of Townsand Cities) mentioned in his book.

Urban conceptual design primarily concerns the planning process and a shift to scale-orientation, shortening future planning periods. Its main role is to determine the city's long-term comprehensive development by putting forward a broad framework for urban development as a strategy to guide infrastructure and public facilities not yet conceived.
There is now comprehensive planning of cities, but urban design plays an intermediary role. We share an overal goal to create concrete urban physical space, while at the same time to protect the city's overall structure and integrity in the organic sense of its culture and topography. While zoning law seeks to limit bad behaviour it does not encourage the creation of beautiful design. In cities without comprehensive planning, urban design can be more directly involved in the process of shaping the urban physical environment, and suggesting future zoning ②.
